Inoue (23-0, 20 KOs), 29, of Kanagawa, Japan, is a three-weight world champion who concluded unfinished business with a Knockout Nonito Donaire in June.
Butler (34-2, 15 KOs), from Cheshire, England, became the WBO mogul in April with a unanimous points win over Jonas Sultan.
